Project Funding

 As communities become stressed from insufficient revenue to fund aging infrastructure, innovative project financier experience is essential. We work hand-in-hand with funding agencies and community staff to develop funding strategies ensuring affordable utility rates.

Mountain Waterworks has strong relationships with all State and Federal funding agencies, in part because they trust we will work with communities to maximize efficient use of available funds. Our professionals are experts in the funding process. We have staff dedicated to the purpose of funding acquisition and management for communities.

Most often all of the following funding sources are used in conjunction with each other on projects to provide the most favorable funding opportunity for the community. Call and talk to us about funding opportunities for your community.

Idaho Department of Environmental Quality Planning Grants
DEQ provides grant assistance to eligible public drinking water and wastewater systems for the completion of a Facility (Master) Plan. The grant will cover up to 50% of eligible planning costs, with a matching share funded by local sources. A Facility Plan is required in order to receive any project funding from the multiple funding agencies.

USDA Rural Development Planning Grants
USDA Rural Development’s planning grant funding has varied over the years and is always a much smaller pot than DEQ’s. These grants are focused on very low-income communities under 2,500 in population. USDA can provide up to 100% grant although usually funding is in the 40-60% range. The USDA’s money can be used as match with DEQ’s planning grant money.

Clean Water State Revolving Fund (Water Systems)
The Idaho Department of Environmental Quality administers the Clean Water State Revolving Fund (SRF). The SRF program provides attractive, below-market interest loans to assist communities of all sizes to repair or build new water facilities and infrastructure. Mountain Waterworks’ professionals are experts in the SRF process and know how to get a project funded and expedited through the system.

USDA Rural Development Grants and Loans Programs
USDA Rural Development has multiple funding programs to assist communities with water and wastewater infrastructure improvement. Funding packages are generally a mix of loan and grant, determined by median household income levels and whether or not the project will address a health or sanitary standard violation. Special funding includes Emergency Community Water Assistance Grants, Native American Grants, and Guaranteed Loan Programs.

 Dept. of Commerce - Idaho Community Development Block Grant
The Block Grant provides communities with up to $500,000 in grant funding for water and wastewater improvement projects. Mountain Waterworks has a state certified Block Grant Administrator on staff and we also partner with various administrators around the state to assist communities in obtaining these grants.
